Governor Cuomo
believes that
New York State
is comprised of
distinct regions
that each enjoy
unique economic
strengths and
face individual
challenges.
Based on the
simple truth
that no one
knows their
regions better
than the people
who live and
work there, the
Governor created
ten Regional
Economic
Development
Councils earlier
this year. Made
up of local
business, labor,
education, and
community
leaders, these
Regional
Councils
empowered each
area of the
state to set
their own
priorities for
economic
development.
Over the last
several months,
the Central New
York Regional
Council has
worked to
develop a
comprehensive
strategy to grow
the economy in
Central New
York. The plan
also identifies
priority
projects that
have the
greatest
potential to
create jobs.
Today, Governor
Cuomo announced
historic
investment in
Central New York
to support this
transformational
plan.
The Governor is
awarding Central
New York $103.7
million to
support 74
priority
projects.
Central New York
was awarded
among the most
funds in the
whole state.
Some of the
innovative
projects
include:
-
$2 million
will enable
completion
of the
Central New
York
Biotechnology
Research
Center. This
project will
provide
startup
laboratory
and
development
space and
rehabilitate
a brownfield
in the heart
of the City
of Syracuse.
-
$3 million
will support
redevelopment
of the
Syracuse
Inner Harbor
for the
transformation
of 32 acres
of
waterfront
property for
housing,
recreation,
and
commercial
opportunities.
-
$3 million
will create
the New York
Energy
Regional
Innovation
Cluster at
the Syracuse
Center of
Excellence.

Dear Fellow New Yorker,
We are off to a great start in
the State of New York in 2012.
We’re building on the real
progress we made last year in
transforming our economy,
balancing our state budget and
reducing income taxes for the
middle class to the lowest level
since 1953.
Most importantly, our government
is performing and has regained
the public trust. I believe the
key to reforming Albany is
mobilizing the public to get
involved and express their views
to elected officials. Special
interests only win in a vacuum.
Democracy
works when every
voice is heard.
We have proposed a bold agenda
for the upcoming year. It
includes reforming our education
system with real teacher
evaluations, ending the practice
of fingerprinting working
families on food assistance,
creating tens of thousands of
jobs through major
infrastructure investments,
building a DNA databank to stop
crime and protect all New
Yorkers, and lowering the tax
burden on localities through
pension reform and eliminating
state laws that drive up the
cost of local government.

Dear New Yorker, No area of government needs reform more
than our education system. New York State spends more than
any other state per pupil, yet ranks only 38th in graduation
rates. Why aren’t New Yorkers getting what they’re paying
for?
Our system has suffered because Albany has spent more
time worrying about the business of education -- contracts,
salaries, and benefits -- than it has worrying about the
children. Education should be about the STUDENTS. We
need to have a system in Albany that focuses on improving
student performance and school accountability.

Adopting a real teacher evaluation system is the key to this
effort. In 2010, our state was awarded a $700 million grant
from the federal government that required teacher
evaluations, but the state has failed to produce the system.
Currently there is a lawsuit between the teachers unions and
the State Education Department that is blocking the
evaluations from moving forward. If we do not act, we are at
risk of losing $700 million in federal funding.
We must act now: CLICK HERE to see the Governor's proposal

the fight to put students first.
But the issue of performance in education goes beyond
teacher evaluations. Last year Governor Cuomo proposed two
competitive grants funds to encourage student performance
and administrative efficiency in school districts. This year
the first grant recipients will be awarded and the program
will be expanded.
Let’s ensure our students are getting the education they
deserve.

Dear Fellow New Yorkers,
Governor
Cuomo understands that our state's high property
taxes are driving people from their homes and
businesses. That is why he made lowering property taxes
a top priority and, last year, he led the successful
fight to enact the first-ever property tax cap in the
state.
We now need to relieve local governments of
burdensome state laws that drive up their costs. That’s
why the Governor is proposing sweeping reforms to lower
the cost of government by removing state-imposed
mandates.
Among the proposals is relieving counties and NYC
from the costs of Medicaid growth. The Governor has
proposed a state takeover of the costs of Medicaid
growth over the next three years. This would save local
governments $1.2 billion over the next five years.
We also have to focus on reforming the public pension
system -- one of the most expensive mandates for local
governments. Pension costs are growing at an
unsustainable rate, projected to increase 185% from 2009
to 2015.
We must act now to control growth. That’s why the
Governor has called for changes in the public pension
system for new employees. This would save local
governments $79 billion over the next 30 years.
The Governor's pension reform plan is fair to
employees and taxpayers, and no current employees will
be affected by it.

To engage the public in discussion about further
changes to lower government costs, a joint Legislative
Executive Mandate Relief Council has been established
and begun meeting. It will hold public hearings around
the state and then issue a package of recommendations to
be voted on this legislative session.

Governor Cuomo Announces "NYSStore" on Ebay
to Sell State Vehicles and Other Assets
First Sale Will Make Almost 500 Vehicles
Available Directly to Buyers
Albany, NY ( February 22,
2012) Governor Andrew M. Cuomo today announced that
the Office of General Services (OGS) will launch "NYSStore,"
a new eBay-based online platform to sell unneeded state
vehicles and other excess state assets. NYSStore will offer
a spectrum of surplus state goods including office supplies,
computers, cell phones, furniture, medical equipment,
cameras, generators, tools, and other supplies that are no
longer needed by the state. The sale will begin in early
April with inventories updated regularly.
As part of Governor Cuomo's overhaul of New York’s
government operations, a new fleet management system has
been set up to consolidate the state’s vehicle fleet. As a
result of this effort, the state has already identified
nearly 500 vehicles to be part of the first online sale. The
sale of these cars and other goods could generate hundreds
of thousands of dollars as well as millions of dollars in
reduced costs due to reduced fuel and maintenance expenses.
"By selling unneeded equipment and supplies, New York
State will reduce operating costs and cut back on excess
spending and inventory," Governor Cuomo said. "This
initiative is a small part of our work to overhaul
government operations and make the state work more
efficiently for the taxpayer."
The nearly 500 passenger vehicles that will be offered in
the initial sale on NYSStore include numerous makes and
models. Many vehicles are late model (after 2000), have high
mileage and will be sold “as-is”. Vehicles not sold through
NYSStore will be offered through the traditional Office of
General Services on-site auction at a later date.
The vehicles will be offered through the NYSStore (http://www.nysstore.com),
via eBay, beginning in April. Vehicles will be available for
inspection at the Harriman State Office Campus, and the
Department of Motor Vehicles will have a satellite office on
the Campus to facilitate the sale and registration of the
vehicles. Vehicles will be offered at a “buy it now” price,
or for auction with a minimum price.

Two years ago, our state
promised to enact real

risked losing the money.
To break the gridlock,
Governor Cuomo
set a 30-day deadline in
his budget address for
the teachers' unions and
state education
officials to come to an
agreement on an
effective evaluation
system. Thanks to the
Governor’s leadership
and the hard work of all
parties involved, we
were able to work
together to put the
needs of New York's
students first.
Yesterday, the Governor,
joined by the leadership
of the teachers' unions
and NYS Education
Commissioner John King,
announced the creation
of a groundbreaking
teacher evaluation
system that will make
New York a national
leader in education
reform.
